To finish the decoration, fill the empty branches with Halloween themed foam cutouts - ghosts, pumpkins, leaves, etc. You might be able to find prefabricated cutouts at your local craft or teachers supply store or you could find a template online and use it to trace and cut your own cutouts from craft foam.
